Harvest Moon: Tree of Tranquility help!?

Okay, I've seen the scene where Hamilton tells you that you need to save the Harvest Goddess and that he'll look for the quilt with you. I have upgraded my house to level two, and met everyone that I possibly can at this point. It's the 4th of Summer in the first year, and I know that I'm supposed to talk to Gill and then Hamilton and then Dale in order to fix the clock for the SECOND half of the quilt, but my question is how do you get the first half? I just need to know the requirements for it and how I might have messed up. Also, I just saw the scene where Renee tells you that the farm needs wind to produce feed, if that helps
